Although budgets vary greatly at the state and local levels, many state governments and local municipalities commit significant portions of their annual budgets to counterdrug programs. For example, the budgets of California and New York combined commit nearly $1.1 billion annually to alcohol and substance abuse treatment and prevention programs.
